Compatibility Issue #03 - Unable to view .HLP Help Files

The help files built into versions of the Argus software which are
designed to control Argus Classic CL100 Systems utilized a Microsoft
Windows utility called Windows Help (WinHlp32.exe). This utility
was included with Microsoft Windows beginning with version 3.1.
With the release of Windows Vista, Microsoft stopped including this
utility with its operating system, and furthermore, expressly forbids
software developers from including the utility with its software.
Microsoft now only allows Vista users to download
this add-on utility for viewing .hlp files from their update site.
